    WEDNESDAY, JUNE 6TH

    CALL TO ORDER
    President Toye called the meeting to order at 9:00 a.m. Wednesday, June 7th, 2000.

    INVOCATION
    Father Ron Beechinor of the Diocese of Saskatoon gave the invocation.

    WELCOME AND INTRODUCTIONS
    President Toye introduced the head table, gave his welcoming remarks and outlined the issues the Executive has been involved with over the past year, highlighting Advanced Certification, Web Site Development, Scholarship Programs, Election Workshops, Bylaw Consolidation, Strategic Plan Update, 100% Mandatory membership, UMAAS Position Statement on Municipal Legislative Renewal and Associate Member Voting Rights.

    EXECUTIVE DIRECTOR'S REPORT
    Executive Director Richard Dolezsar provided his annual Report on the operations of the Association and announcements relating to the 2000 Convention Program.

    1999 CONVENTION MINUTES
    Moved by Richard Dolezsar that the minutes of the 1999 Annual Convention be approved as circulated. CARRIED

    1999 AUDITED FINANCIAL STATEMENT
    Moved by Richard Dolezsar that the 1999 Audited Financial Statement be accepted as circulated. CARRIED

    KEYNOTE SPEAKER - ARLENE JORGENSEN - WHO'S IN CHARGE OF MORALE AROUND HERE?
    Keynote speaker, Arlene Jorgensen, provided an inspiring presentation to kick off the Convention entitled "Where Do We Go From Here?"

    CALL FOR NOMINATIONS
    Gordon Hubbard of Sask Municipal Government called for nominations for President and Vice President. Sandra MacArthur nominated Phil Boivin for the office of President.
    No further nominations were received.
    Phil Boivin was declared President of UMAAS by acclamation.

    Kim Gartner nominated Jack Klamot for the office of Vice President.
    No further nominations were received.
    Jack Klamot was declared elected Vice President of UMAAS by acclamation.

    SEVERANCE/AMALGAMATION ISSUES
    Wayne Bishcoff of Nussbaum & Co. made a presentation on dismissal and severance issues as they may relate to municipal amalgamation.

    DISTRICT MEETINGS
    District Meetings took place from 11:30 to 12:00 noon.

    NOON LUNCHEON
    Deputy Mayor Rik Streenberg gave greetings on behalf of the City of Saskatoon who sponsored the luncheon.
    Don Poon of SAL Engineering made a presentation as Luncheon Co-sponsor.
    Fraternal Delegates representing LGAA, MMAA, SCCA and RMAAS were introduced and gave remarks on behalf of their Association

    ASSOCIATE MEMBERS' MEETING
    The Associate Members' Meeting took place from 1:00 p.m. to 1:30 p.m.

    WORKSHOP - SMACH - LEGISLATION UPDATE/QUESTION AND ANSWER PERIOD
    John Billington and Bonnie Bjorndalen presented a workshop on legislation updates, proposed amendments and fielded a Question and Answer Period.

    WORKSHOP - MUNICIPAL EMPLOYEES' PENSION PLAN
    An update on the Municipal Employees' Pension Plan was presented by Kent Walde, Executive Secretary

    WORKSHOP - DIALOGUE WITH SUMA PRESIDENT
    SUMA President Mike Badham provided greetings on behalf of SUMA and discussed mutual issues such as amalgamations and Legislative Renewal. An open Question and Answer period followed.

    WORKSHOP - TAMMY ROBERTSON, WORKHEART CONSULTING - KEEP YOUR HEART IN A CHANGING GAME Tammy Robertson presented an inspiring presentation relating to Workplace Stress and Humor entitled "Keep Your Heart in a Changing Game".

    BANQUET
    President Jim Toye chaired the annual banquet.
    Ken Pontikes, Deputy Minister of Municipal Affairs, Culture and Housing addressed the Convention on current municipal issues.
    The following awards were announced and presented:
    -Board of Examiners Certificates
    -UMAAS Length of membership Pins
    -Retirement announcements and Honorary Life Memberships
    -Plaques for service on the UMAAS Executive were presented to John Wade, Julie Brooks, Lorraine McIvor
    -Past Presidents were recognized as part of the millennium Conference.

    THURSDAY, JUNE 8TH, 2000

    TASK FORCE ON MUNICIPAL LEGISLATIVE RENEWAL - JOE GARCEA
    Joe Garcea gave a brief outlining the process that has been followed to date. Proposals put forward in the report were to initiate debate in a certain direction. The process now should be and is an open discussion. The report indicated that a directed approach to amalgamation is preferable to forced amalgamation. The round table meetings are an indication that this directed approach is being followed. Mr. Garcea thanked the Association for all the input and encouraged us to continue the discussions.

    WORKSHOP - HIRING PRACTICES/HUMAN RIGHTS
    Pattie Warwick of the Saskatoon City Solicitor's Office and Gilles Dorval of the City of Saskatoon Human Resources Office gave a presentation relat-ing to Hiring Practices and Human Rights.

    SUMA GROUP PURCHASE PROGRAM
    Presentation on Sask Urban Municipalities Association Group Purchasing Programs was made by Brenda Oliver of the SUMA office.

    RESOLUTIONS SESSION
    RESOLUTION NO. 1
    Moved by John Wade that the Urban Municipal Administrators' Association of Saskatchewan adopt Bylaw No. 1/00
    RESOLUTION NO. 2 - AMENDING RESOLUTION NO. 1
    Moved by Colleen Digness that Bylaw No. 1/00 be amended by deleting from Section II Subsection 8 (2) the words "An associate member may vote in any election held for the office of President or Vice President of the Association". CARRIED
    Vote on Resolution No. 1 as amended. CARRIED

    RESOLUTION NO. 3
    That UMAAS undertake those actions necessary to effect an amendment to the Urban Municipal Administrators' Act to provide voting rights to asso-ciate members. CARRIED

    RESOLUTION NO. 4
    Moved by Kevin Stephenson that the Board of Directors of the Urban Municipal Administrators' Association of Saskatchewan request the opportunity to participate in the round table discussion on Municipal Renewal;
    AND that the request be forwarded to the Saskatchewan Urban Municipalities' Association; Clay Serby, Minister of Sask. Municipal Affairs, Culture and Housing; and the Premier of Saskatchewan, Roy Romanow. CARRIED

    RESOLUTION NO. 5 - Re: Fire Charges under UMA Sec 136, 2(b)
    Moved by Elaine Perry that, WHEREAS Section 136, 2(b) of the Urban Municipality Act, 1984 provides that Council may by bylaw provide and charge for any fire fighting service outside the municipality where no agreements exist, and;
    WHEREAS many urban municipalities have intermunicipal agreements with rural municipalities, and, under the Rural Municipality Act, rural munici-palities have authorization to charge ratepayers for fire fighting services,
    THAT the UMAAS lobby the Provincial Government to amend the urban Municipality Act to provide the same authorization to urban municipalities, as that of rural municipalities, and further, THAT the UMAAS provide a similar resolution to the next SUMA Convention to strengthen our lobby. CARRIED

    President Phil Boivin thanked the delegates for their support and looked forward to working with the new Executive and membership in the coming year.
