    CALL TO ORDER
    President Boivin called the meeting to order at 9:00 a.m. Wednesday, June 6th, 2001.

    INVOCATION
    Reverend Derrick Nichols gave the invocation.

    WELCOME AND INTRODUCTIONS
    President Boivin introduced the head table, gave his welcoming remarks and outlined the issues the Executive has been involved with over the past year, hilighting Board of Examiners, Reassessment Review Committee, SAMA Urban Advisory Committee, City Mayors’ Task Force on Legislative Review, SAMA Advisory Board, SUMA Urban Voice Contribution, SUMA Conference and Board Meeting, SUMA Regional Meeting participation, RMAA annual meeting, RMAA workshops, Infrastructure Program, Urban Municipality Act amendments, Assessment Management Agency Act Amendments, CUPE proposal Re: changes in governance of MEPP.

    EXECUTIVE DIRECTOR'S REPORT
    Executive Director Richard Dolezsar provided his annual Report on the operations of the Association and announcements relating to the 2001 Convention Program.

    2000 CONVENTION MINUTES
    Moved by Richard Dolezsar that the minutes of the 2000 Annual Convention be approved as circulated. CARRIED

    2000 AUDITED FINANCIAL STATEMENT
    Moved by Richard Dolezsar that the 2000 Audited Financial Statement be accepted as circulated. CARRIED

    KEYNOTE SPEAKER-WILL CHABUN-AN OFFBEAT TOUR OF THE QUEEN CITY SECRETS
    Keynote speaker, Will Chabun, provided an inspiring presentation to kick off the Convention entitled “An Offbeat Tour of the Queen City Secrets”.

    CALL FOR NOMINATIONS
    Gordon Hubbard of Sask Municipal Government conducted the first call for nominations for President

    CERTIFICATION
    President Boivin reviewed changes in the certification process over the past year and the affect of Prov- incial Government decisions. This included the proposed Certification Bylaw and proposed Board of Examiners agreement with SUMA.

    DISCIPLINARY POLICY
    Director Kim Gartner reviewed the Disciplinary Policy as recently adopted by the Executive.

    URBAN MUNICIPAL ADMINISTRATORS’ ACT REVIEW
    Director Colleen Digness reviewed issues which the Executive will be putting forward including:
    -Associate Member voting rights
    -Classes of membership
    -Name change of Secretary-Treasurer to Executive Director

    CITY MAYORS - LEGISLATIVE REVIEW
    Director Mark Dubkowski gave a Report on the City Mayors Legislative Review Committee workings.

    BOB GILES - PRESIDENT, HUMAN RESOURCES SERVICES LTD.
    Explained the Employee and Family Assistance Program (EFAP) with a brief overview of the proposed Program which has been offered to

    UMAAS. NOMINATIONS
    Gordon Hubbard of Sask. Municipal Government conducted the first call for nominations for VicePres- ident and the second call for nominations for President. Leslie McGhie nominated Phil Boivin for the office of President.

    DISTRICT MEETINGS
    District Meetings took place from 11:30 to 12:00 noon.

    NOON LUNCHEON
    Greetings on behalf of the City of Regina from Mayor Pat Fiacco were conveyed in writing. Don Poon of SAL Engineering made a presentation as Luncheon Co-sponsor.
    Fraternal Delegates representing LGAA, MMAA and RMAAS were introduced and gave remarks on behalf of their Associations.
    RoseMarie Anderson, Community Relations Director, Sk. Power, sponsor of the afternoon’s keynote speaker, was introduced.

    ASSOCIATE MEMBERS' MEETING
    The Associate Members’ Meeting took place from 1:00 p.m. to 1:30 p.m.

    WORKSHOP - MICHELLE PEXA, CARDWELL HUMAN RESOURCES- CONFLICT MANAGEMENT
    Michelle Pexa presented an inspiring presentation relating to workplace conflict entitled “Conflict Management”

    NOMINATIONS
    Gordon Hubbard of Sk. Municipal Government conducted the 2nd call for nominations for Vice Pres- ident and the 3rd call for nominations for President. Julie Brooks nominated Kim Gartner of Macklin for the office of Vice President. No further nominations for the office of President were received upon 3rd call. Gordon Hubbard declared Phil Boivin of Broadview to be elected by acclamation as President for a two year term.

    WORKSHOP - SMACH - DEPARTMENT HAPPENINGS-QUESTION AND ANSWER PERIOD
    Francine Proulx Kenzle and Gordon Hubbard presented a workshop on legislation updates, proposed amendments, Department changes and fielded a Question and Answer Period.

    WORKSHOP - LAND TITLES CHANGES
    Ron Hewitt, Senior Vice President of Information Services Corporation gave a Workshop on Land Titles changes known as the “Lands” System.

    BANQUET
    President Phil Boivin chaired the annual banquet. Mike Badham, President of SUMA addressed the Convention on current municipal issues.
    The following awards were announced and presented:
    -Board of Examiners Certificates
    -UMAAS Length of Membership Pins
    -Retirement announcements and Honorary Life Memberships
    -Plaques for service on the UMAAS Executive were presented to Jack Klamot, Tim Leson, Pat Dergousoff, Beverly Wheeler, Paulette Wolkowski
    -Past Presidents were recognized with Past President Pins: Jim Weninger, John Wade and Jim Toye

    THURSDAY, JUNE 7TH, 2001

    TOURISM SASKATCHEWAN/SASKTEL MOBILITY NEWS CONFERENCE
    Tourism Saskatchewan President and CEO Roy Anderson and the Hon. Eldon Lautermilch, Minister of Economic Development in conjunction with SaskTel participated in a Tourism Awareness Week news release relating to Access of Saskatchewan Events via SaskTel Mobility.

    LABOUR STANDARDS WORKSHOP
    Marlene Smale, Prevention Service Consultant and Al Gudmundson, Senior Labour Standards Officer conducted a workshop on Labour Standards Act issues as they relate to urban municipalities.

    NOMINATIONS
    Gordon Hubbard of Sk. Municipal Government conducted 3rd call for nominations for VicePresident. No additional nominations for the position of VicePresident were received upon 3rd call. Gordon Hubbard declared Kim Gartner of Macklin elected VicePresident by acclamation.

    HON. RON OSIKI, MINISTER OF MUNICIPAL GOVERNMENT
    Minister Ron Osiki attended the Conference to bring greetings on behalf of the Province.

    SERM WORKSHOP-WATER TESTING/CERTIFICATION
    Gordon Will and Gus Feitzelmayer of SERM provided a workshop on SERM water testing and operator certification programs.

    RESOLUTIONS SESSION
    RESOLUTION NO. 1 Moved by Jim Toye that UMAAS adopt Bylaw No. 2-01. CARRIED
    RESOLUTION NO. 2 Moved by Mark Dubkowski that: WHEREAS the Provincial Government will be dissolving the existing Board of Examiners and; WHEREAS UMAAS desires to continue to provide for certification of its members; NOW, THEREFORE be it resolved that UMAAS enter into a proposed agreement with SUMA to establish a new Board of Examiners that will provide certification services to the membership of UMAAS. CARRIED
    RESOLUTION NO. 3 Moved by Kim Gartner that the UMAAS Executive be authorized to proceed with the implementation of an Employee Family Assistance Program to be reviewed on an annual basis. CARRIED

    MEPP-BRIAN SYCH, UMAAS REPRESENTATIVE
    Brian Sych, UMAAS Representative on the Municipal Employees Pension Plan presented information on recent proposals by CUPE to change the composition of the MEPP Commission and requested input from UMAAS members. Kent Walde of the MEPP also attended and participated in a Question and Answer period.
