CALL TO ORDER
President Toye called the meeting to order 9:00 a.m. Wednesday, June
9th, 1999.
INVOCATION
Father Ron Beechinor of the Diocese of Saskatoon gave the invocation.
WELCOME AND INTRODUCTIONS
President Toye introduced the head table, gave his welcoming remarks
and outlined the issues the Executive has been involved with over the
past year, hilighting Advanced Certification Review, Strategic Planning
Exercises, Web Site Development, Computer Hardware Acquisition under
Communilink Program and participation in the Task Force on Municipal
Legislative Renewal and Scholarship Program.
EXECUTIVE DIRECTOR'S REPORT
Executive Director Richard Dolezsar provided his annual report on the
operations of the Association and announcements relating to the 1999
Convention Program.
1998 CONVENTION MINUTES
Moved by Richard Dolezsar that the minutes of the 1998 Annual Convention
be approved as circulated. CARRIED
1998 AUDITED FINANCIAL STATEMENT
Moved by Richard Dolezsar that the 1998 Audited Financial Statement
be accepted as circulated. CARRIED
SUMA GREETINGS
SUMA President Mike Badham provided greetings on behalf of SUMA and
outlined some of the issues which SUMA and UMAAS mutually face.
KEYNOTE SPEAKER - Al Anderson - "Where Do We Go From Here?"
Keynote speaker, Al Anderson provided an inspiring presentation to kick
off the Convention entitled "Where Do We Go From Here?"
CALL FOR NOMINATIONS
Gordon Hubbard of Sask Municipal Government called for nominations for
President and Vice President.
Jacqueline Lamarre nominated Jim Toye for the office of President.
No further nominations were received.
Jim Toye was declared elected President of UMAAS by acclamation.
Sandra MacArthur nominated Phil Boivin for the office of Vice President.
No further nominations were received.
Phil Boivin was declared elected Vice President of UMAAS by acclamation.
BACKGROUND OF EVENTS/PRESENTATION OF BYLAW NO. 15
Director Boivin presented proposed Bylaw No. 15 relating to Advanced
Certificates to the Assembly and provided a background of events relating
to the need for change to Advanced Certification. Also reviewed was
the proposed Education Guideline which is an attachment to the Bylaw.
DISTRICT MEETINGS
District Meetings took place from 11:30 to 12:00 noon.
NOON LUNCHEON
Mayor Henery Dayday gave greetings on behalf of the City of Saskatoon
who sponsored the luncheon.
Don Poon of SAL Engineering made a presentation as Luncheon Co-sponsor.
Fraternal Delegates representing MMAA, LGAA and RMAAS were introduced
and gave remarks on behalf of their Associations.
ASSOCIATE MEMBERS' MEETING
The Associate Members' Meeting took place from 1:00 p.m. to 1:30 p.m.
WORKSHOP - SMACH - LEGISLATION UPDATE/QUESTION AND ANSWER PERIOD
Gordon Hubbard and John Huber presented a workshop on legislation updates
and fielded a Question and Answer Period
WORKSHOP - SK 911 UPDATE
A presentation on the status of the Sk 911 project was presented by
John Masters, Duane McKay and Kirk Dyck, Implementation Officers
WORKSHOP - WORKPLACE STRESS/HUMOR IN THE WORKPLACE
Arlene Jorgenson presented and inspiring presentation relating to Workplace
Stress and Humor entitled "Lighten up; Liven up!"
BANQUET
President Jim Toye chaired the annual banquet.
Hon. Carol Tiechrob, Minister of Municipal Government, addressed the
Convention on current municipal issues.
The following awards were announced and presented:
-Board of Examiners Certificates
-UMAAS Length of Membership Pins
-Retirement announcements and Honorary Life Memberships
-Plaques for service on the UMAAS Executive were presented to Jacqueline
Lemarre, Sharon Pope, Joyce Forrest, Brian Sych, Karen Assailly
TASK FORCE ON MUNICIPAL LEGISLATIVE RENEWAL
Joseph Garcea gave an overview of the scope and role of the Task Force
on Municipal Legislative Renewal. The Conference was broken down into
workshop groups and work sheets were completed for individual issues
being addressed by the Task Force. Reports were presented by selected
groups on key issues.
STRATEGIC PLAN REVIEW
President Jim Toye and Director Julie Brooks presented an update on
the UMAAS Strategic Plan and went through the status of each individual
goal items.

Y2K PREPAREDNESS WORKSHOP
Don Litz of the Turning Point Group Inc. gave a presentation on Y2K
and Emergency Preparedness Issues.
QUESTION AND ANSWER SESSION ON PROPOSED BYLAW NO. 15
A question and answer session was held. Questions covered such items
as: Hours of Work, Assistant Administrators, Education Requirements
and Benefits of Self Regulation

RESOLUTION NO. 1
Moved by Phil Boivin that the Urban Municipal Administrators Association
of Saskatchewan adopt Bylaw No. 15, A Bylaw to Establish Advanced
Certificates of Qualification. CARRIED
RESOLUTION NO. 2
Moved by Phil Boivin that the Urban Municipal Administrators Association
of Saskatchewan undertake a review of classes of membership. CARRIED

President Jim Toye thanked the delegates for their support and looked
forward to working with the new Executive in the coming year.
