BYLAW NO. 14

A BYLAW OF THE URBAN MUNICIPAL ADMINISTRATORS ASSOCIATION OF SASKATCHEWAN TO ESTABLISH ADVANCED CERTIFICATES OF QUALIFICATION

THE URBAN MUNICIPAL ADMINISTRATORS ASSOCIATION OF SASKATCHEWAN, hereafter referred to as "THE ASSOCIATION", in open meeting at its Annual Convention enacts as follows:

.      The Association establishes the following levels of certification:
                 (a) Advanced Certificate - Level 1
                 (b) Advanced Certificate - Level 2

2.      Persons wishing to make application for advanced certificates pursuant to THE BOARD OF EXAMINERS (URBAN) REGULATIONS, hereinafter referred to as "THE REGULATIONS", must satisfy the requirements stated within this bylaw.

3.              (a) THE BOARD OF EXAMINERS, hereinafter referred to as "THE BOARD", appointed in accordance with Section 3 of the Regulations, shall decide upon all applications for Advanced Certificates.
                 (b) In considering an application for a certificate, the Board may make any investigations or order any reports that it considers necessary.
                 (c) The Board may engage any person, firm, agency or organization for the purpose of carrying out inspections to determine the level of service being provided to the municipality. The inspection shall include, but not be limited to, those areas identified with the Inspection Guideline for Advanced Certification.

4.     The Board may issue an Advanced Certificate - Level 1 to a person who:
                 (a) Is the holder of a valid and subsisting Standard Certificate issued pursuant to Section 6 of the Regulations; and
                 (b) Since the day of issue of the Standard Certificate, has completed at least three thousand six hundred (3600) hours of service satisfactory to the Board as an administrator in one municipality.

5.     The Board may issue an Advanced Certificate - Level 2 to a person who:
                 (a) Is the holder of a valid and subsisting Advanced Certificate-LevelI;
                 (b) Has fulfilled the education requirements set out within the Education Guideline for Advanced Certification; and
                 (c) Since the day of issue of the Advanced Certificate - Level I has completed at least nine thousand (9000) hours of service satisfactory to the Board as an administrator in an urban municipality, of which the last three thousand six hundred (3600) hours must have been served in one municipality.

6.     The Education Guideline for Advanced Certification and the Inspection Guideline for Advanced Certification shall be established by resolution of the Directors of the Association.

7.     The Directors of the Association shall establish an Advanced Certification Committee, comprised of the Vice-President, who shall be the Chairman and two of its Directors, who shall:
                 (a) Consider any complaints regarding the application process relative to this bylaw; and                  (b) Recommend to the Directors desired changes to the guidelines established pursuant to Section 6.

8.              (a) Any person who, on the 10th day of February 1998, holds a valid Class A Certificate issued pursuant to The Board of Examiners (Urban Affairs) Regulations 1991 is deem to have met the requirements set out in Section 4 and to be the holder of an Advanced Certificate - Level 1 and the certificate may be cancelled, suspended or otherwise deal with pursuant to the Regulations.
                 (b) Any person who, on the 10th day of February 1998, holds a valid Superior A Certificate issued pursuant to The Board of Examiners (Urban Affairs) Regulations 1991 is deemed to have met the requirements set out in Section 5 and to be the holder of an Advanced Certificate - Level 2 and the certificate may be cancelled, suspended or otherwise dealt with pursuant to the Regulations.
