STANDARD CERTIFICATE
To be qualified as an Administrator/Clerk, persons
are required to successfully COMPLETE or ATTAIN any one of the following:
- the Local Government Administration course
from the University of Regina.
- the Public Administration course from the
Saskatchewan Institute of Applied Science & Technology.
- a Degree from an accredited University in
Commerce, Administration, Business Administration, or Public Administration
or a Degree deemed equivalent by the Board of Examiners.
- a certificate or diploma in Administration,
Business Administration, or Public Administration from a university, college
or technical institute deemed acceptable by the Board of Examiners.
- a Senior Local Government Administration certificate
from the University of Regina.
- designation as a Professional Accountant pursuant
to any Act or regulation or pursuant to any Act or regulation of any other
jurisdiction in Canada.
- designation as a Professional Administrator,
Fellow, or Associate from the Institute of Chartered Secretaries and Administrators
of Canada.
- any other professional designation or educational
qualification acceptable to the Board of Examiners.
AND ACHIEVE
(1).
at least 15 points based on experience calculated in accordance with the categories
set out in Table 1 of the Appendix to the Board of Examiners regulations.
(2). experience in any jurisdiction deemed by
the Board to be equivalent to that mentioned in Subclause 1.
ADVANCED LEVEL CERTIFICATION
The Board of Examiners may issue an Advanced
Certificate - Level 1 to a person who:
(1).
is a holder of a valid and subsisting Standard Certificate issued pursuant
to Section 6 of the regulations ; and
(2). since the day of issue of the Standard
Certificate, has completed three thousand, six hundred (3600) hours of service
satisfactory to the Board as an Administrator in one Municipality.
The Board of Examiners may issue an Advanced
Certificate - Level 2 to a person who:
(1).
is a holder of a valid and subsisting Advanced Certificate - Level 1;
(2). has fulfilled the education requirements
set out within the Education Guidelines for Advanced Certificate; and
(3). since the day of issue of the Advanced
Certificate - Level 1, has completed at least nine thousand (9000), hours
of service satisfactory to the Board as an Administrator in an Urban Municipality
which the last three thousand, six hundred (3600) hours must have been served
in one municipality.
Advanced Certificates are awarded by the Urban
Board of Examiners based on reports of performance received from the Mayor,
Municipal Auditors, and by inspection by the Municipal Advisory Staff. The
Urban Board of Examiners consists of members from the Department of Community
Services, SUMA, and UMAAS. The Board has the authority to issue certificates
to individuals who qualify for such certification and to take steps it considers
necessary to carry out the regulations.
